Assistant Section Chief Paul Flood
Paul Flood is the assistant section chief for the Finance & Facilities divisions, Procurement Section at the FBI. He has oversight of all FBI procurements of goods and services to support the mission of the Bureau. Flood ensures Bureau adherence with DOJ acquisition policies, procedures, and reporting requirements; advises contracting workforce and stakeholders on federal, department-wide, and Bureau policy; and liaises with internal and external financial and audit stakeholders.
Flood previously served as the unit chief for the Victim Services Division, Case Support Unit. In this capacity, he provided leadership and direction on victim notification and outreach, information management, and case management in support of FBI Victim Specialists throughout the country. Flood was responsible for operational support to the Division related to terrorism and criminal investigations and child victim issues. He responded as incident response manager in mass violence incidents as part of the Victim Services Response Team. In this role, he directed the victim services on scene response and operations in the immediate aftermath of a crisis.
Previous to this role, Flood served as the FBI Victim Notification System coordinator. He was responsible for extensive liaison with other federal entities throughout the U.S. criminal justice process while ensuring all victims of FBI investigated crimes were afforded their legally mandated notifications on available rights and services.
Unit Chief, Amy Lacey
Amy Unit Chief for the Acquisitions Administrative unit has served in multiple roles throughout her 23-year career with the FBI. She has supported these roles in various locations to include the Salt Lake Field Office followed by a 17-year assignment to Washington DC. Her recent role with the FBI's Procurement Section has given her the opportunity to transfer to Huntsville to assist in the transition of the Procurement Team's presence to Redstone Arsenal. Her team is responsible for Acquisition Workforce Development with an emphasis on Acquisition Liaison Roles to include Small Business Advocate Team and the newly formed Vendor Engagement Team (VET) to focus and build upon the FBI's industry outreach program.
A representative of UAH's Procurement Technical Assistance Center will also share how they can assist your small business in preparing to work with FBI.
