Since May 2018, Mary Birdsong has served as the Director of the Office of Small Business Programs (OSBP) at the U.S. Space and Missile Defense Command/ Army Forces Strategic Command (USASMDC/ARSTRAT), Redstone Arsenal, Ala. In this capacity, she serves as the principal staff advisor to the Commanding General and his Deputy on all programs and matters related to the Small Business Program.
Prior to Birdsong’s current appointment, she served as the Assistant Director, Headquarters, U.S. Army Contracting Command, and then as the Deputy Associate Director, Office of Small Business Programs for the Army Materiel Command, OSBP. Her prior assignments included a developmental assignment at the Space Missile Defense Command (SMDC/ARSTRAT) Office of Small Business Programs, the Acting Director and Deputy Assistant Director for Small Business Programs at the Army Aviation and Missile Command (AMCOM), Redstone Arsenal, and small business specialist in the AMCOM Office of Small Business Programs.
Birdsong began her career as an Army Materiel Command intern in the contracting and acquisition field. As a contract specialist and contracting officer, Ms. Birdsong has held limited and unlimited warrants. Other experience includes contracting and acquisitions with the Army Aviation Systems Command (AVSCOM) and the Army Aviation and Troop Support Command (ATCOM).
She is a graduate of Southern Illinois University and has a Master of Business Administration (MBA) from the University of Management and Technology (UMT), Arlington, Va. She is a member of the Army Acquisition Corps and has Level III certification in Acquisition Management and Level I certification in Program Management.
Birdsong’s awards include the Army Materiel Command Small Business Specialist of the year, the Department of the Army Small Business Specialist of the year, Commanders Award for Civilian Service, Superior Civilian Service Award, and several commendations for service efforts throughout her career.
