Prior to him becoming the procurement chief\, he served as the section chief of the Field Operations Support Section within FFD\, providing project and budget management focused on facilities planning and real estate services across the FBI portfolio.\n\n \n\nWatts entered on duty in 2004 as a special agent and was assigned to the Atlanta Field Office\, Savannah Resident Agency where he received his Joint Duty Credit working closely with the U.S. Military carrying out operational and liaison duties at Fort Stewart\, Hunter Army Airfield\, and Kings Bay Naval Base. He also took on collateral duties as the assistant weapons of mass destruction coordinator and an active member of the Joint Terrorism Task Force and Crisis Response Teams for the division. In 2009\, he was transferred to the Mobile Field Office\, Monroeville Resident Agency\, where he served in a two-man office working all federal violations to include crimes committed on an Indian Reservation.\n\n \n\nIn 2011\, Watts was promoted to supervisory special agent (SSA) assigned to the Criminal Investigation Division-Public Corruption and Civil Rights Section at FBI HQ\, focused on Civil Rights matters across the landscape of the FBI. In late 2013\, he received a field promotion to the New Orleans Division\, first serving as the Civil Rights SSA to include leadership oversight of the Deepwater Horizon Taskforce and then later being selected by executive management to lead the Cyber Intrusions Squad as the SSA\, investigating both national security and criminal matters impacting the State of Louisiana\, the U.S.\, and abroad.\n\n \n\nIn 2017\, after serving four years in the New Orleans Division\, Watts was selected to become the assistant special agent in charge of the National Security Branch of the New Orleans Division\, with leadership oversight of the Counter Terrorism\, Counterintelligence\, Cyber\, HUMINT\, and WMD programs\; to include the Crisis Management Response and Special Events Teams\, and Office of Private Sector Outreach before relocating to headquarters in 2020.\n\n\n\n\n\nAssistant Section Chief Paul Flood\n\nPaul Flood is the assistant section chief for the Finance & Facilities divisions\, Procurement Section at the FBI. He has oversight of all FBI procurements of goods and services to support the mission of the Bureau. Flood ensures Bureau adherence with DOJ acquisition policies\, procedures\, and reporting requirements\; advises contracting workforce and stakeholders on federal\, department-wide\, and Bureau policy\; and liaises with internal and external financial and audit stakeholders.\n\n\n\nFlood previously served as the unit chief for the Victim Services Division\, Case Support Unit. In this capacity\, he provided leadership and direction on victim notification and outreach\, information management\, and case management in support of FBI Victim Specialists throughout the country. Flood was responsible for operational support to the Division related to terrorism and criminal investigations and child victim issues. He responded as incident response manager in mass violence incidents as part of the Victim Services Response Team. In this role\, he directed the victim services on scene response and operations in the immediate aftermath of a crisis.\n\n\n\nPrevious to this role\, Flood served as the FBI Victim Notification System coordinator. He was responsible for extensive liaison with other federal entities throughout the U.S. criminal justice process while ensuring all victims of FBI investigated crimes were afforded their legally mandated notifications on available rights and services.
